The editorial suggests this will deter violence and create safety. Unfortunately, that is a misconception.<\/p>\n\n\n\n<p>The Department of Justice&#8217;s National Institute of Justice&#8217;s &#8220;<a href=\"https:\/\/www.ojp.gov\/pdffiles1\/nij\/247350.pdf\">Five Things About Deterrence<\/a>&#8221; summarizes a large and complex body of research to find no evidence that increasing the severity of punishment acts as a deterrent. In essence, if the order of protection alone does not create safety, increasing the punishment for violating it won&#8217;t help.<\/p>\n\n\n\n<p class=\"has-text-align-left\">In actuality, one of the most dangerous times for a person experiencing intimate partner violence is <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4768593\/\">when the person experiencing violence leaves<\/a>. Because abuse is about<a href=\"https:\/\/www.thehotline.org\/identify-abuse\/power-and-control\/\"> power and control<\/a>, threats to that power can escalate the violence. The Network&#8217;s <a href=\"https:\/\/the-network.org\/wp-content\/uploads\/2022\/09\/2023-City-Budget-Ask.pdf\">2023 Budget Ask<\/a> outlines how we can keep people in crisis safe while they are removing themselves from a violent partner. FIrst and foremost is to fund and expand services which assist women leaving violent partners: housing assistance and crisis funding directly to survivors. The Network&#8217;s <a href=\"https:\/\/the-network.org\/wp-content\/uploads\/2020\/07\/Data-Report-State-of-Domestic-Violence-in-Illinois.pdf\">last data repor<\/a>t on domestic violence in Illinois shows that when people go to service providers for help leaving a violent partner, 45% are in need of permanent housing, of which 67% do not find it. Domestic violence has long been recognized as a driver of homelessness.<\/p>\n\n\n\n<p>Additionally, increased funding for legal aid and for prevention education will have a greater impact on the reduction of intimate partner violence than stiffer penalties for violations of orders of protection.<\/p>\n\n\n\n<p>The editorial is right: &#8220;Illinois lawmakers should, at the very least, talk with domestic violence experts and survivors on the idea.&#8221; But they should be prepared to listen to survivors and advocates about what support they truly need.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In an editorial Friday, the Sun-Times reports that State Senate  [&#8230;]<\/p>\n","protected":false},"author":3,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","footnotes":""},"categories":[1],"tags":[],"class_list":["post-4394","post","type-post","status-publish","format-standard","hentry","category-uncategorized"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
