55 Years: Looking Back at the History of the Collaboration for Justice"},"content":{"rendered":"\n<p>On June 12th, 2025, Chicago Appleseed Center for Fair Courts and the Chicago Council of Lawyers will be hosting our&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/event\/celebrating-55th-anniversary-of-fund-for-justice\/\">annual summer social<\/a>\u2014this year celebrating the 55th anniversary of the Fund for Justice.&nbsp;As we gear up for that anniversary party, we\u2019re looking back and the almost six decades of collaboration between our two organizations.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-dots\"\/>\n\n\n\n<p><strong>The<\/strong> <strong>Chicago Council of Lawyers created the Fund for Justice in 1970 to act as an independent think tank designed to research the issues important to the Council\u2019s mission.&nbsp;<\/strong>The principal catalyst for the founding of the&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/\">Chicago Council of Lawyers<\/a>&nbsp;(\u201cCouncil\u201d) in 1969 was the state-sanctioned violence at that year\u2019s Democratic National Convention in Chicago, but the&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/CCL-history-from-1989-Warden-1979-ABF.pdf\"><em>purpose<\/em><\/a>&nbsp;of the Council was to&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1973_FFJ_1973_Chicago_Tribune_1973_05_19_30.pdf\">focus<\/a>&nbsp;on \u201cissues directly involving the legal profession\u2014the screening and selection of judges, legal ethics, criminal justice, and legal services for the poor.\u201d&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1971_CCL_Chicago_Tribune_1971_11_30_37.pdf\"><img decoding=\"async\" width=\"702\" height=\"1024\" loading=\"lazy\" \/><\/a><\/figure>\n<\/div>\n\n\n<p><strong>Much of the work of the Council after 1970 was in partnership the Fund for Justice.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>1970<\/strong>\u2014We successfully&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1970_CCL_Chicago_Tribune_1970_06_27_43.pdf\">petitioned the court to appoint<\/a>&nbsp;a special prosecutor to investigate the killings of Black Panther leaders Fred Hampton and Mark Clark by Chicago Police Department officers.<\/li>\n\n\n\n<li><strong>1973<\/strong>\u2014We&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1973_CCL_Chicago_Tribune_1973_11_23_1.pdf\">authored<\/a>&nbsp;a report as a coalition member of the Chicago Law Enforcement Study Group which&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1973_CCL_Chicago_Tribune_1973_11_11_24.pdf\">found<\/a>&nbsp;that the Chicago Police Department was \u201c\u2018a trigger happy\u2019 society that too often used excessive force against suspects,\u201d and that the Chicago Police Board \u201cha[d] failed to control the police department effectively because the board\u2019s \u2018dereliction of statutory duties\u2019 that offers it power over the department.\u201d As a&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1973_CCL_Chicago_Tribune_1973_12_30_1.pdf\">result<\/a>&nbsp;of the report, we were at the forefront of a proposed&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1973_CCL_Chicago_Tribune_1973_12_11_1.pdf\">civilian oversight body<\/a>&nbsp;of the Chicago Police Department and established Chicago\u2019s&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1973_FFJ_1973_Chicago_Tribune_1973_05_03_38.pdf\">first lawyer referral service<\/a>&nbsp;for&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1973_FFJ_1973_Chicago_Tribune_1973_05_03_114.pdf\">victims<\/a>&nbsp;of police misconduct.&nbsp;<\/li>\n\n\n\n<li><strong>1971<\/strong>\u2014We&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1971_CCL_The-Daily-Calumet-Chicago-Illinois-%C2%B7-Fri-Sep-17-1971-%C2%B7-Page-1.pdf\">advocated<\/a>&nbsp;for a&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1971_CCL_Chicago_Tribune_1971_04_21_Page_15.pdf\">Consumers\u2019 Bill of Rights<\/a>&nbsp;to \u201cattempt to equalize inequalities and imbalances that\u2026exist between buyers and sellers.\u201d&nbsp;<\/li>\n\n\n\n<li><strong>1974<\/strong>\u2014We successfully&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1970_CCL_Chicago_Tribune_1970_01_08_22.pdf\">challenged<\/a>&nbsp;restrictions imposed by a Federal District Court on public comment by attorneys in&nbsp;<a href=\"https:\/\/law.justia.com\/cases\/federal\/district-courts\/FSupp\/371\/689\/2133695\/\"><em>Chicago Council of Lawyers v. Bauer<\/em><\/a><em>&nbsp;<\/em>\u2013 a major&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1971_CCL_Chicago_Tribune_1971_11_14_54.pdf\">victory<\/a>&nbsp;for free speech.<\/li>\n\n\n\n<li><strong>1976<\/strong>\u2014We conducted the first&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1976_FFJ_Chicago_Tribune_1976_05_26_23.pdf\">survey<\/a>&nbsp;of almost 900 Chicago lawyers about their views of Federal District Court Judges as a means to increase transparency and accountability on the federal bench, which appoints judges for life.<\/li>\n\n\n\n<li><strong>1977<\/strong>\u2014We pioneered&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1977_CCL_The-Daily-Calumet-Chicago-Illinois-%C2%B7-Mon-May-23-1977-%C2%B7-Page-1.pdf\">the city\u2019s first legal aid clinic<\/a>, South Shore Law Office, which offered legal services to low- and middle-income people and was ultimately taken over by a private law firm.<\/li>\n\n\n\n<li><strong>1984<\/strong>\u2014We released a \u201cStudy of the Chicago Department of Law\u201d (and a follow-up ten years later) which found that the Department was essentially \u201ca loosely knit group of attorneys seeking to prevent legal disasters. They were often unsuccessful.\u201d Under the Harold Washington administration, the City of Chicago&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/Study-of-the-Chicago-Department-of-Law-1994.pdf\">implemented<\/a>&nbsp;the majority of our recommendations.<\/li>\n\n\n\n<li><strong>1990<\/strong>\u2014We published the \u201c<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1993_Tenant-Landlord-Handbook-2nd-Ed-.pdf\">Tenant-Landlord Handbook<\/a>\u201d (one of the most stolen&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1990_FFJ_Chicago_Tribune_1990_05_25_191.pdf\">books<\/a>&nbsp;from the Chicago Public Library system) with the Legal Assistance Foundation, now known as Legal Aid Chicago, to&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1990_FFJ_Chicago_Tribune_1990_11_30_201.pdf\">help<\/a>&nbsp;tenants in disputes with landlords and provide resources to&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1993_FFJ_Chicago_Tribune_1993_11_12_Page_204.pdf\">protect<\/a>&nbsp;their rights.<\/li>\n\n\n\n<li><strong>1995<\/strong>\u2014We issued \u201c<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1995_Attorney-General-Report.pdf\">A Study of the Illinois Attorney General\u2019s Office<\/a>,\u201d which was&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1998_FFJ_Chicago_Tribune_1998_03_07_Page_165.pdf\">utilized<\/a>&nbsp;by the Attorney General to&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1996_FFJ_Chicago_Tribune_1996_11_26_Page_129.pdf\">implement<\/a>&nbsp;major&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1996_FFJ_Chicago_Tribune_1996_11_26_Page_190.pdf\">reforms<\/a>&nbsp;in the office.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/1997_Newsletter_Archive_Dec-1997.pdf\">became<\/a>&nbsp;the Chicago-based affiliate of the National Appleseed Network, thereby becoming <a href=\"http:\/\/www.chicagoappleseed.org\/\">Chicago Appleseed<\/a> (Center for Fair Courts).<\/strong> Since 1997, Chicago Appleseed and the Chicago Council of Lawyers have worked in partnership with each other \u2013 as the&nbsp;<em>Collaboration for Justice<\/em>&nbsp;\u2013 to fight for court transparency, accountability, and economic justice. <\/p>\n\n\n\n<p><strong>Our partnership has brought about many&nbsp;<\/strong><a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2022\/09\/25-Years-of-Impact-Chicago-Appleseed-CFJ-FINAL.pdf\"><strong>important improvements<\/strong><\/a><strong>&nbsp;to the legal system.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>2000<\/strong>\u2014We published \u201c<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/CCL-CAFFJ-2000-Death-Penalty-Due-Process-Report.pdf\">Due Process and the Death Penalty<\/a>,\u201d a report that ultimately helped bring about a&nbsp;<a href=\"https:\/\/chicagocouncil.org\/staging\/1601\/wp-content\/uploads\/2025\/03\/August-2000-CCL-Statement-to-Governors-Commission.pdf\">moratorium<\/a>&nbsp;on the use of the death penalty in Illinois and ultimately the&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2025\/03\/1999_FFJ_Chicago_Tribune_1999_03_06_Page_139.pdf\">end<\/a>&nbsp;of the state\u2019s use of capital punishment.&nbsp;<\/li>\n\n\n\n<li><strong>2003<\/strong>\u2014We published \u201c<a href=\"http:\/\/chicagoappleseed.org\/wp-content\/uploads\/2012\/08\/electing_judges_in_cook_county.pdf\">Electing Judges in Cook County: The Role of Money, Political Party, and the Voters<\/a>\u201d which showed definitively, for the first time, that the main determinant of judicial election outcomes is political party slating. Our findings utilized quantitative data to show that candidates running for judge in Cook County win at far higher rates when they are officially endorsed by their political party.&nbsp;<\/li>\n\n\n\n<li><strong>2005<\/strong>\u2014We released \u201c<a href=\"http:\/\/chicagoappleseed.org\/wp-content\/uploads\/2012\/08\/videoconfreport_080205.pdf\">Videoconferencing in Removal Proceedings: A Case Study of the Chicago Immigration Court<\/a>,\u201d which showed that videoconferencing is a poor substitute for in-person hearings and caused deficiencies related to access to counsel, presentation of evidence, and interpretation.<\/li>\n\n\n\n<li><strong>2007<\/strong>\u2013We published one of the first comprehensive reports on felony courts in Cook County, \u201c<a href=\"https:\/\/scholarship.kentlaw.iit.edu\/cgi\/viewcontent.cgi?referer=&amp;httpsredir=1&amp;article=1188&amp;context=fac_schol\">A Report on Chicago\u2019s Felony Courts<\/a>,\u201d which found significant barriers to justice for self-represented litigants and people dealing with mental health and\/or substance use issues. The Circuit Court implemented several of our recommendations, such as replacing videoconferenced bond hearings with in-person proceedings and creating a pretrial services program.<\/li>\n\n\n\n<li><strong>2016<\/strong>\u2014We published \u201c<a href=\"http:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2016\/12\/The-Case-for-Recording-Devices-in-Cook-County-Eviction-Courts.pdf\">The Case for Recording Devices in Cook County Eviction Courts<\/a>,\u201d which explained the lack of access to free court reporters to transcribe the proceedings in&nbsp;<a href=\"https:\/\/www.chicagoreader.com\/chicago\/cook-county-eviction-court-tenants-rights\/Content?oid=24745039\">eviction courtrooms<\/a>&nbsp;presented serious accessibility and fairness in eviction proceedings. Finally, in 2019, after \u201c<a href=\"https:\/\/chicagoreader.com\/news\/for-the-first-time-in-16-years-chicago-eviction-court-is-on-tape\/#:~:text=It%20took%20years%20of%20lobbying,creating%20transcripts%20of%20court%20hearings.\">years of lobbying by [us] and other groups<\/a>&nbsp;to convince the Administrative Office of the Illinois Courts to allocate some $370,000 to supply Chicago\u2019s eviction courtrooms\u2014which process about 20,000 cases every year\u2014with microphones for creating transcripts of court hearings\u201d all five of the eviction courtrooms at the Daley Center have recording capacity.&nbsp;<\/li>\n\n\n\n<li><strong>2017<\/strong>\u2014We conducted a \u201c<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2014\/01\/Constitutionality-Memo-Final-Formatted-1.pdf\">Constitutionality Analysis<\/a>\u201d of the bifurcated child support court in Cook County, which created a separate and unequal system for unmarried parents seeking child support. As a result of that report, we worked with the Presiding Judge\u2019s Domestic Relations Task Force to&nbsp;<a href=\"https:\/\/www.chicagotribune.com\/2017\/09\/18\/after-legal-challenges-cook-countys-court-for-unwed-parents-quietly-goes-away\/\">end that system<\/a>.<\/li>\n\n\n\n<li><strong>2019<\/strong>\u2014We led the coalition that helped enact the&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/community-resources\/#CTAA\">Criminal and Traffic Assessments Act<\/a>&nbsp;(CTAA), legislation that created a court costs and fees waiver for people experiencing the criminal legal system, and worked with our Transit Table Coalition partners to pass the&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/community-resources\/#CTAA\">License to Work Act<\/a>, which ends driver\u2019s licenses suspensions as penalties for nonmoving violations like parking tickets.<\/li>\n\n\n\n<li><strong>2020<\/strong>\u2014We&nbsp;<a href=\"https:\/\/chicago.suntimes.com\/2020\/11\/24\/21677391\/cook-county-jail-deincarceration-prisons-covid-sheriff-tom-dart-letters-editor\">led the charge<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.injusticewatch.org\/news\/2020\/states-attorney-covid-bond-contested\/\">protect<\/a>&nbsp;people in&nbsp;<a href=\"https:\/\/chicago.suntimes.com\/coronavirus\/2020\/12\/15\/22165917\/cook-county-jail-covid-19-coronavirus-bond-release-reform-judge-kim-foxx-tom-dart\">jails<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.injusticewatch.org\/news\/2020\/activists-demand-courts-release-detainees-amid-covid-19-concerns\/\">prisons<\/a>&nbsp;during the first months of the COVID-19 pandemic, and successfully&nbsp;<a href=\"https:\/\/www.injusticewatch.org\/news\/courts\/2020\/court-watchers-fill-holes-in-bond-data-during-covid-jail-outbreak\/\">advocated<\/a>&nbsp;for incarcerated people to be among the&nbsp;<a href=\"https:\/\/issuu.com\/streetwise_chi\/docs\/feb1-7_2021_issuu\/s\/11649067\">first<\/a>&nbsp;to get the&nbsp;<a href=\"https:\/\/news.wttw.com\/2020\/12\/21\/jail-prison-populations-must-be-among-first-get-covid-19-vaccine-advocacy-groups\">vaccine<\/a>&nbsp;in order to protect public health.<\/li>\n\n\n\n<li><strong>2021<\/strong>\u2014We successfully advocated for the&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/2021\/03\/18\/support-for-hb-3665-the-joe-coleman-medical-release-act\/\">Joe Coleman Medical Release Act<\/a>, which allows for the release of medically incapacitated and terminally ill people from Illinois prisons to Medicaid-approved care facilities.&nbsp;<\/li>\n\n\n\n<li><strong>2022<\/strong>\u2014We interviewed over 35 attorneys, advocates, service providers, court staff, and judges, and observed 188 court hearings to complete the first&nbsp;<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2022\/08\/FINAL-DV-Report-August-2022.pdf\">comprehensive evaluation<\/a>&nbsp;of Cook County\u2019s Domestic Violence Division. Our findings showed a general disconnect between judges, court staff, and litigants; issues with judicial culture and bias, lack of trauma-informed practice, and training needs; and consistent and pervasive barriers created by the Clerk of the Court\u2019s Office.<\/li>\n\n\n\n<li><strong>2023<\/strong>\u2014The&nbsp;<a href=\"https:\/\/inthesetimes.com\/article\/money-bond-pretrial-fairness-freedom-incarceration-jail-illinois\">Coalition to End Money Bond<\/a>, of which Chicago Appleseed&nbsp;<a href=\"https:\/\/www.thenation.com\/article\/activism\/end-cash-bail-illinois\/\">was a founder<\/a>&nbsp;in 2016, successfully lobbied for the passage of the Pretrial Fairness Act, the portion of the SAFE-T (Safety, Accountability, Fairness and Equity \u2013 Today) Act which made Illinois the first state to abolish money bail.<\/li>\n\n\n\n<li><strong>2024<\/strong>\u2014We published \u201c<a href=\"https:\/\/www.chicagoappleseed.org\/wp-content\/uploads\/2024\/02\/20240222_Restorative-Justice-Community-Courts-Report-FINAL-for-web.pdf\">Restorative Justice, Community, and the Courts<\/a>,\u201d a&nbsp;<a href=\"https:\/\/www.chicagotribune.com\/2024\/02\/22\/new-report-critiques-cook-countys-experimental-neighborhood-courts-recommends-reforms-before-expansion\/\">report<\/a>&nbsp;bringing to light the&nbsp;<a href=\"https:\/\/www.nbcchicago.com\/news\/local\/new-report-highlights-restorative-justice-practice-but-finds-cook-countys-courts-could-improve\/3363704\/\">conflicting principles<\/a>&nbsp;of restorative justice and the criminal legal system and&nbsp;<a href=\"https:\/\/news.wttw.com\/2025\/02\/17\/cook-county-state-s-attorney-will-no-longer-divert-nonviolent-gun-cases-restorative\">advocating<\/a>&nbsp;for a community-led restorative justice&nbsp;<a href=\"https:\/\/thetriibe.com\/2025\/03\/restorative-justice-court-advocates-fear-sudden-policy-shift-will-cause-more-harm\/\">model<\/a>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Over many decades, we have been at the forefront of research and reforms related to&nbsp;<a href=\"https:\/\/chicagoreader.com\/news-politics\/cook-county-brady-cops\/\">police perjury<\/a>&nbsp;in&nbsp;<a href=\"https:\/\/thetriibe.com\/2023\/05\/hundreds-of-chicago-cops-cant-testify-in-court\/\">Chicago<\/a> and Cook County,&nbsp;<a href=\"https:\/\/chicagoreader.com\/news\/cook-county-judicial-elections-stir-up-unusual-public-scrutiny\/\">judicial accountability<\/a>, the \u201cprogressive prosecutor\u201d&nbsp;<a href=\"http:\/\/www.chicagomag.com\/city-life\/October-2019\/Has-Kim-Foxx-Lived-Up-to-Her-Campaign-Promises\/\">movement<\/a>, and so much more. <\/strong>We have and will continue to raise alarm bells about the court\u2019s&nbsp;<a href=\"https:\/\/www.injusticewatch.org\/commentary\/2023\/foia-courts-transparency-bill\/\">transparency problem<\/a>, which is largely due to the fact that Illinois Courts&nbsp;<a href=\"https:\/\/will.illinois.edu\/21stshow\/story\/illinois-courts-are-hiding-from-freedom-of-information\">aren\u2019t subject<\/a>&nbsp;to open records laws; the counterproductive \u201cWar on Gun Possession,\u201d which does nothing to improve public safety and actually&nbsp;<a href=\"https:\/\/chicagoreader.com\/news-politics\/gun-possession-criminalization-violence\/\">makes people\u2019s circumstances worse<\/a>; and the classist civil asset forfeiture system that&nbsp;<a href=\"https:\/\/chicago.suntimes.com\/2023\/6\/20\/23763473\/civil-asset-forfeiture-cook-county-catalytic-converter-theft-chicago-bears-letters\">extracts wealth<\/a>&nbsp;from communities without any due process.&nbsp;<\/p>\n\n\n\n<p><strong>As we embark on our 55th year as the Collaboration for Justice, Chicago Appleseed Center for Fair Courts and the Chicago Council of Lawyers will continue
