In the wake of the killing of Laquan McDonald, Chicago was forced to confront serious failures in police accountability.

Attorney David Melton explains why reforms to the Chicago Police Board were necessary, how past procedures disproportionately allowed officer misconduct to go unpunished, and why fair, transparent processes must serve both officers and victims alike.

These reforms were designed to restore balance, accountability, and public trust in Chicago’s justice system, and understanding them is critical as debates about police oversight continue today.
The Chicago Council of Lawyers is partnering up with the Hispanic Lawyers Association (HLAI) for a Public Citizen Training on February 20, 2026, at UIC Law from 6 - 9 PM.

This event will be an opportunity for attorneys to learn how they can join a network of rapid response attorneys.

The training will be grounded in the Rules of Professional Responsibility and is pending CLE credit. It will focus on the role of lawyers as public citizens and our unique responsibility for the quality of justice in our communities.
